The video, published March 11, had been taped before the federal government announced in February that聽聽in the Pre-Existing Condition Insurance Plans (PCIP). Those plans, also known as high-risk pools, operate in each state and were established as part of the 2010 federal health law to help provide coverage to people with medical problems who could not get insurance on the private market.
