As customers prepare for the federal health law鈥檚聽fourth open enrollment to open next week, the Affordable Care Act faces a big test with dramatic increases in policy premiums and fewer options as聽some insurers are pulling out of the marketplace. The news that premiums on the federal exchange will rise an average of 25 percent in 2017 has fueled聽debate on the campaign trail.
